The Police Chief reports to the Vice President, Public Safety and works closely with all health system leadership to ensure the police force has effective protective capability throughout the health system. The Police Chief serves as the Chief Administrator under Texas law ensuring the fulfillment of the legal, regulatory, and ethical responsibilities expected of a full-service, healthcare law enforcement agency.
Plans and directs the security programs, procedures, and controls that deter crime and protect BSWH patients, visitors, medical staff, employees, facilities, and assets from both internal and external threats. Leads and facilitates implementation of new security processes and guidelines to increase the organization's security position. Plans, directs, and conducts security assessments, inspections, drills, and in-service reviews. Ensures compliance with regulatory and statutory requirements. Directs the resolution of security incidents and situations posing a threat to the BSWH hospitals, clinics, or facilities. Directs and reviews security and safety work which may include patrolling property, inspecting facilities, securing premises and access points, preventing loss and damage, informing violators of federal and state laws and BSWH policies and procedures, evicting trespassers, responding to requests for security assistance, and other actions to protect BSWH patients, visitors, employees, and assets.
A division Director translates and implements strategic plans and objectives for area of responsibility. Makes final decisions on operational matters and ensures achievement of objectives. Recommends policies and organizational changes for area. Plans and executes projects and initiatives that meet annual objectives. Erroneous decisions at this level tend to have a negative impact on the success of the area, business unit, and possibly the overall organization's operations. Plans and directs the operations of a department or area, with responsibility for staffing, processes, budgets, and costs of the unit. Leads and advises subordinate(s) to meet schedules, resolve technical problems, and monitor performance. Has a larger, more complex organization or functional area than a manager. Often has one or more managers or supervisors reporting to the role.
ESSENTIAL FUNCTIONS OF THE ROLE
1.Assures Police Department represents the health system's, Mission, Values, Strategies and Ambition.
2.Responsible for all records of the Police Department including operational reports, special reports, and all other reporting requirements regulated by the City, State, or Federal agencies.
3.Directs public safety and physical security for assigned area of responsibility for BSWH.
4.Recommends and implements strategic and operational plans and priorities for the public and ensures alignment with BSWH business objectives and the communities it serves.
5.Develops and implements policies, procedures, processes, and guidelines ensuring a safe and secure environment for patients, visitors, medical staff, and employees.
6.Directs a professional police and security department and leads safety assessments, inspections, drills, and in-service activities.
7.Ensures public safety and security staff maintain required education, certifications, continued training, and knowledge of the law mandated by all applicable regulations and federal, state, and local law.
8.Directs the selection, implementation, and maintenance of physical security access control at all BSWH facilities, including a managed key control program, appropriate electronic surveillance systems, and supported by appropriate rounding of security officers.
9.Leads the preparation of reporting, metrics, and dashboards for senior leadership to provide consistent updates on crime statistics, trends, or vulnerabilities.
10.Leads the control, regulation, and monitoring of vehicle and pedestrian traffic at all BSWH facilities, including all parking and pedestrian areas for patients, visitors, medical staff, and employees.
11.Directs investigations of alleged violations of criminal law and hospital policy, ensuring appropriate incident reporting, records, and documentation.
12.Ensures compliance with all applicable legal, regulatory, and statutory requirements impacting security and safety in health care environments.
13.Interprets codes, laws, and ordinances and always upholds them
14.Models' interactive participation in the health system's internal communication huddles
15.Represents Baylor Scott & White Health and the Police Department with a positive public image affirmative public relations outcomes.
KEY SUCCESS FACTORS
1.Bachelor's degree in criminal justice, security management, or related field preferred, or four (4) years of work experience above the minimum qualification
2.Minimum of ten (10) years of experience in law enforcement and five (5) years of supervisory experience at a Lieutenant level or above preferred
3.Three years as an Assistant Chief or Chief preferred
4.Applicant will be subject to a complete background investigation inaccurate and/or failure to report information will cause the applicant to be eliminated from consideration
5.Applicant must have a current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record
6.Must possess a Texas Peace officer's License.
7.Must possess, a TCLEOSE/TCOLE Advanced Certificate; TCLEOSE/TCOLE Master Certificate is preferred.
