The Primary Purpose of the Position is: To supervise clerical and technical personnel in the assigned imaging modalities. The DRT Supervisor will be responsible for clinical, research and educational duties to assure latest techniques, advancements, and continuing education /training are provided to the staff technologist. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. At least one year of experience equivalent to the next lower grade level (GS-9) directly related to the position being filled that demonstrates the clinical competencies described at that level. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to the following assignments: Supervisory Diagnostic Radiologic Technologist: The technologist functions as a supervisor for a group of DRTs at the GS-9 level and below which may include support staff. The technologist evaluates new products and equipment, making recommendations to supervisor concerning upgrades/new purchases that would improve operations. The technologist informs higher level management of anticipated staffing variances and informally recommends promotions, reassignments, or other personnel changes such as retention or release of probationary employees, and recognition of superior performance in the diagnostic radiologic area. The technologist directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): i. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to evaluate quality management procedures and processes. iii. *Ability to analyze and use data effectively to manage workload, quality, performance, and productivity. iv. *Skill in developing new policies and guidelines as needed. v. Skill in problem solving and conflict resolution. Coordinates patient flow that involves working with other units to work out problems and changes that affects outside organizations. Recommends to higher authority changes that may increase costs or affect employees' status, limit services rendered, or affect work outside the diagnostic section. Monitors changes in workload demand including justifying changes in staffing levels, priorities and deadlines. Develops estimates of budget requirements based on experience, anticipated workload and production capability of work force and submits to administrative Officer. Coordinates and supervises quality assurance activities of technical staff. Coordinates and supervises in-service education programs of the technical staff. Ensures adequate supplies to meet workload demands. Responsible for seeing that technologists keep the special cabinets in all rooms stocked with necessary supplies at all times with special attention to emergency equipment. Assigns employees to positions and/or work assignments based on consideration of several factors including the difficulty and type of work, availability, capability and experience. Issues oral and written instructions for non-routine or more complex assignments. Resolves scheduling and back-up coverage problems on off-hour and weekend shifts and is responsible for vacation coverage on these shifts. Assists in providing coverage when unexpected staff shortages occur during regular and irregular tours-of-duty. Performs all duties of radiologic technologists when required. Participates with Administrative Officer in setting performance a standard. Reviews work in progress as well as when complete regarding problems in accuracy, quality, adherence to procedures, and takes corrective action as necessary. Keeps communication lines open to ensure that management goals and objectives are passed on to employees and that management is informed of employee concerns. Advises supervisor and/or maintenance representative of any problems with equipment and follows up to insure necessary repairs are accomplished. Prepares requests for filling of vacancies. Participates with the Chief, Radiology Service and the Administrative Officer in selection of employee from approved applicants. Approves or disapproves requests for leave requests for technical staff taking into consideration staffing levels and appropriate coverage on all shifts. Prepares formal requests and recommendations for promotions, reassignments, quality increases or other performance awards. Takes disciplinary action as deemed necessary and proposes to higher authority a specific disciplinary action based on the problem and facts, i.e., suspension, demotions, letters of warning, removal, etc. Formulates training plans for assigned employees including orientation of new employees. Participates in in-service training to broaden employee skills. Conducts staff meetings reviewing policies, rules and regulations, procedures and discusses changes in routines and other related subjects. Keeps employees informed of management goals and objectives. Responsible for all safety regulations and practices in Radiology Service. Implements specific and general provisions of government-wide and installation programs in the area of equal employment opportunity and employee management relations to assure equal treatment of all employees. Informs employees of personnel programs and answers questions or refers questions to Personnel Specialist. Keeps abreast of current published material pertinent to position in order to keep pace with the rapid growth and technological changes occurring in the field of radiology. Monitors and maintains radiology quality control. Enforces safety rules and regulations as formulated by the medical center and VA policies and procedures. Responsible for the overall care and maintenance of all equipment including preventive maintenance. Uses word processing software to execute several office automation functions. Uses the Veterans Health Information and Technology Architecture (VistA) to access information.
