Incumbent serves as the Assistant Chief, Social Work Service (SWS), at the Salem Veterans Affairs Health Care System (VA HCS) a level 1-c facility with five associated VA Clinics located in Danville (contract), Lynchburg, Staunton, Tazewell (contract), and Wytheville. Incumbent serves in a full-time administrative position with full authority and responsibility for providing administrative support to the Chief. The incumbent will participate in overseeing the practice of all of the social workers at the facility. The incumbent assists the Chief in coordinating and directing all administrative and clinical aspects of the centralized service, including providing clinical supervision for interdisciplinary staffing, work assignments, budget, treatment services provided, and implementing policies and procedures that promote quality of care. As Coordinator/Supervisor, the incumbent is responsible for the following: Making decisions regarding work problems presented by subordinate social work supervisors. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work related changes affecting other programs. The Assistant Chief advises Care Line Managers/Chiefs on problems involving the relationship of social work activities to the various units and programs. Makes selections for supervisory and non-supervisory positions, hears group grievances and serious employee complaints, reviews serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. The individual consults with specialists regarding training needs and decides on the types of training interventions to address the identified problems of the supervised wards/units. Develops procedures for and ensures the implementation and achievement of the provision of social work services to medical facility patients on inpatient and outpatient programs. Provides or ensures that professional staff provide advice, assistance, and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to Veteran patients in the community. Develops and monitors standards of clinical practice/standards of care for Social Work as the Co-Chair of the Social Work Professional Practice Council. This includes development of care guidelines and manuals and guides for professional practice. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Incumbent is responsible for developing patient education materials for Social Work. Makes recommendations for recruitment of staff and ensures responsibilities for orientation and continuing education of staff. Evaluates and consults on the social work role in various programs. Manages and directs social work activities in the Service Lines including interventions to resolve administrative problems and participates in program evaluations. Briefs management orally and in writing on a regular basis concerning matters related to Social Work Service, in order to provide information required to make effective decisions for program planning. Takes appropriate action when indicated and ensures that copies of professional Social Work Service meeting minutes are made available for social workers Reviews and evaluates Executive Committee minutes in order to develop action plans for issues relevant to Social Work. Incumbent coordinates with Informatics regarding the administration/file building of VistA/CPRS software packages for Social Work. Compiles and disseminates social work quality management findings, actions, and outcomes to social workers, medical center staff, and leadership personnel. This includes twice yearly reporting to the Medical Executive Council related to the activities reported through the Social Work Professional Practice Council. Incumbent has responsibility for the preparation of reports, as assigned by the Chief, Medical Center Director, or Central Office. Incumbent serves the Medical Center at large in a variety of capacities, such as committee assignments, investigations, personnel matters, and special projects. The incumbent coordinates all inspection scheduling, reporting, and follow-up. Having consultative authority, the Assistant Chief serves as a vital professional influence and resource to local leadership in their compliance with standards defined by accrediting organizations, such as The Joint Commission and the Accreditation of Rehabilitation Facilities (TJC and CARF) standards applicable to Social Work. Incumbent maintains academic affiliations for social work practice; which may include arranging and coordinating Social Work Field Practice placements at the Medical Center. Consulting with other Services, program managers, or care line managers on issues pertaining to Social Work ethics, ethical dilemmas in the delivery of care, and ethical issues within the larger organization.
