Ensure compliance with Federal, State, and Local payroll tax rules and regulations for domestic, on-site, and remote employees and students.
Ensure remote employees are set up in compliance with rules for their work and resident state. Provide guidance to the mobile workforce.
Ensure nonresident employees (visa-holding employees and employees who qualify for tax treaty exemption) are taxed in accordance with federal and state law.
Subject Matter Expertise
Act as SME for employee withholding and MSK compliance issues.
Prepare requested calculations for SKI (Sloan Kettering Institute) management related to Research Fellows and Research Scholars salaries and taxes.
Review fellowships on the Egrant platform for foreign nationals who qualify for tax exemptions.
Calculate semi-annual FICA refunds to GME (Graduate Medical) fellows for the portion of their work related to research training for the prior six months.
Provide guidance regarding logistics of setup
Compile and calculate all tax information to be sent to ADP for reporting tax liabilities for payroll filings using outsourced tax provider, ADP. Audit the output for accuracy.
Prepare Forms 1042 and 1042S for nonresident aliens and provide expertise to this employee population.
Create the monthly schedule for Imputed Mortgage Processing for Financial Systems team.
Prepare Form 1098-T for students, having expertise in responding to inquiries regarding these forms from employees, students and the graduate school management.
Collect information for special credits provided to MSK by different taxing authorities.
Investigate and keep current with opportunities for MSK to receive credits available to employers.
Research tax laws and regulations regarding federal, multi state and local taxes and withholding procedures. This includes requirements to ensure new and existing employees are set up to tax correctly in the 30+ remote employee work locations in the US and overseas.
Investigate, analyze and respond to tax form inquiries from employees, outside sources and internal and external auditors.
Join and regularly review Workday Community Payroll Taxation Group shared knowledge offerings; participate in EY and Workday sponsored webinars regarding Payroll taxation; report back to the department with any learned opportunities for compliance improvement.
Communication and Documentation
Create written Job Aids for payroll processes so staff understand tax requirements and why processes are required.
Communicate with federal, state and local taxing authorities.
Meet with ADP to troubleshoot company tax return and tax deposit issues, issues related to Workday setup, federal/state credits and employee issues; escalate unresolved ADP tax issues in a timely manner.
Create communication templates to explain to employees how to complete each type of tax withholding form.
Provide guidance to students and employees when questions arise about tax forms, treaties, and the taxation of different types of payments made to them. [Note moved from the collaboration section.]
Provide detailed explanations to internal and external auditors for transaction testing.
Communicate in a timely manner with senior management regarding rapidly changing mandated tax changes and new internal initiatives.
Audit weekly tax setup changes made by Workday and semi-annual Workday upgrades.
Audit daily transactions made by other business and tax analyst.
Review changes made by employees that affect their individual tax withholding information and reporting.
Audit location changes made in HR that impact individual employee taxation.
Make recommendations for HR process improvements where current HR processes negatively affect employee taxation.
Collaboration and Strategizing Team up with:
HR and legal counsel to develop procedures and strategic solutions for the remote population that align with tax requirements; monitor legislation changes and collaborate with senior management and other departments ensure MSK timely compliance.
GSK senior management and Benefits to ensure that graduate students are set up correctly based on their tax treaty and student status as recognized by the IRS.
GME departments to create the semiannual refund adjustments for FICA/Medicare due to research training.
E&Y and Legal counsel on tax matters related to GSK Students, Telecommuters, Special Federal and State tax credits.
General Accounting to resolve tax related accounting issues.
ADP, in the accurate preparation and timely submission of periodic federal, state, and local tax filings and deposits for all entities. This includes production and reconciliations of Forms W-2s/W-2C, 941 and state withholding returns and preparation of files related to federal relief payments.
Payroll Complete Biweekly Cycle
Lead the Workday payroll complete and settlement on a rotating basis with other senior staff.
Understand all the tasks needed to complete payroll under normal and adverse conditions.
Share knowledge with other Business Analysts to ensure adequate coverage and backup.
Lead tax-related cross training sessions for other payroll staff.
4-7+ years Payroll experience
Exceptional Workday Payroll knowledge
Full understanding of how HR and payroll earnings and deduction transactions affect taxation and reporting based on the employee/student type. Ensure that MSK follows all tax regulations
Understand compliance with Federal and State tax laws and Department of Labor Rules for the thirty+ states that MSK does business in.
